Ура́д — орган выканаўчай улады (звычайна вышэйшы выканаўчы орган). Узначальваецца кіраўніком дзяржавы (прэзідэнтам) або прэм'ер-міністрам (кіраўніком ураду, канцлерам, кіраўніком кабінету міністраў). Асноўная задача ўрада — праводзіць у жыццё законы, прынятыя вышэйшым заканадаўчым органам дзяржавы, гэта значыць парламентам. З гэтай мэтай урад або асобныя яго міністэрствы распрацоўваюць і прымаюць падзаконныя акты, напрыклад, пастановы. Урад можа звяртацца да парламента з ініцыятывай прыняць або змяніць закон.

Эфектыўная дзяржава павінна мець два атрыбуты: уладу і . Уладай з'яўляецца здольнасць прымушаць і распараджацца. Усе ўрады звычайна выкарыстоўваюць некаторыя формы фізічнага прымусу пры рэалізацыі сваёй улады, напрыклад, , выгнанне або пагрозы. Легітымнасць з'яўляецца атрыбутам, які падахвочвае людзей падпарадкоўвацца ўладам. Легітымнасць дасягаецца за кошт набыцця і прымянення сілы ў адпаведнасці з усталяванымі прынцыпамі і нормамі.
Паводле главы 5 Канстытуцыі Рэспублікі Беларусь (артыкулы 106–108) выканаўчую ўладу ў Беларусі ажыццяўляе Савет Міністраў Рэспублікі Беларусь, а работай ураду кіруе прэм’ер-міністр Беларусі.
